185s are wider than stock so might be part of the problem.
Also, different tire designs/tread patterns have different rolling resistance. It might be the tire itself. You might try increasing the tire pressure to the max sidewall rating. Might help.

M, Since you mentioned the fender has been repainted, I do know, that condition is often a result of moisture in the compressed air when shooting the primer or paint.
