Mk3 Headlights dont work

The headlights dont work on my Mk3 Cortina. I have the dash switch and the colum switch. At the headlight plug I get between 1.5 and 3 Volts. I dont have any other lights hooked up. Anyone know the problem?

Is my Mk3 part of that 16?
It was last insured in 1989 in BC, and as far as I know has been sitting ever since. Last registered under 289 MDF
