Definitely sounds like a vacuum leak but not the hose. That should leak all the time, not just with the brakes applied. I would really suspect the diaphram.

I do understand your problem. Painting can be pretty expensive. On another forum ( britishcarforum.com ) there have been some who have painted their cars with Rustoleum for somewhere around $50. "Cheap paint" and "last a long time" are two phrases that do not belong in the same sentence.

In order to start, it requires fuel, air, spark and compression and all these must happen at the same time. You can carefully drop a teaspoon or so of gas down the carb throat and try. Every car I know of has the foam molded right to the metal. Best way to repair is to carefully cut away the high spots then fill the voids with something, maybe body filler, then recover with new vinyl. Any flaws in the base will telegraph right through the new cover.
