Why the different tail lights on these Taunus P3 Wagons?

Why the different tail lights on these Taunus P3 Wagons?

Here are two Taunus 17M P3, both are listed as 1961 models. The red one is in California and the white one is in Montana.

Does anyone know why the tail lights are different. My Guess is that the tailgates open differently.

It seems that only the Taunus 17M Turnier 1.5L 3sp had the top tail lights.
The 4 sp had the normal position T/L s.

My understanding was that the roof mounted taillights were not legal in many export markets hence the redesign.
