Yellow tag on VIN plate

Yellow tag on VIN plate

On my Mk3 cortina theres a yellow tag on the VIN plate on the slam panel. It baffles me really, why is it there? Recording cars that were exported out of the UK?

Could it have been something as simple as a dealer keeping track of inventory numbers?
